Maizuru City, Kyoto

  Maizuru City (舞鶴市) is a city located in Kyoto Prefecture on an inlet of the Sea of Japan.  The city was founded on May 27, 1943.  As of March 1, 2010, the city has an estimated population of 89,235 and the density of 261 persons per sq. km.  The total area is 342.15 sq. km (132.10 sq mi).
  Maizuru is a city rich in nature, located on the scenic Maizuru Bay.  Maizuru Harbor is located in Maizuru Bay, from which travel to Hokkaido is possible via the Sea of Japan.
  Maizuru's development was greatly spurred after the naval port was installed in 1901.  In the Russo-Japanese War, many warships were based there, due to its proximity to the Sea of Japan.  After the Second World War, Maizuru was a key port for returning Japanese servicemen and detainees from continental Asia for over 13 years.
  Today, Maizuru is a key district headquarters for the Japan Maritime Self-Defense Force.  Maizuru became sister town to Nakhodka, Russia in June 1961, the first Russian-Japanese sister towns in history.  Maizuru, Kyoto is also a Sister City with Portsmouth, England.  (Referred to the site of "Wikipedia.")

  "Nikujyaga" is a Japanese soul food since 1901 (明治34年) when Heihachiro Togo (東郷平八郎, 1874-1934; the legendary admiral who defeated the Russian Baltic Fleet in Russo-Japanese War) worked here as the first captain general of the Maizuru Naval Base (舞鶴鎮守府初代司令長官).  As a young prospecting officer, Togo studied in Great Britain for seven years and liked the British Beef Stew very much.  As the general, he worried about the epidemic spreading beri・beri (脚気) among the Japanese Navy seamen.  They used Japanese soy sauce, sugar and sesame oil because of the lack of wine, butter and seasoning Britain used for making beef stew.  Thus the Japanese beef stew is called "Nikujyaga."   The Fourth Maritime Self-Defense Force Training School Maiduru (会場自衛隊第四術科学校) still keeps the recipe as The Maritime Cooking Textbook (『海軍厨業管理強化書』).  In addition, Kure City, Hiroshima (広島県呉市) also insists the birthplace of "Nikujyaga."

Maizuru Repatriation Memorial Museum/Park
     Maizuru Repatriation Memorial Museum (舞鶴引揚記念館) is located at Maizuru Repatriation Memorial Park (舞鶴引揚記念公園), Oura Peninsula (大浦半島), Kyoto Prefecture along the Sea of Japan: Taira, Maizuru City, Kyoto (京都府舞鶴市字平).
  After Japan's unconditional surrender on August 15, 1945, numerous remnants came back from various battlefields over the world.  Maizuru Port particularly accepted the poor soldiers from Russia and China: 664,531 remnants and 16,269 skeletal remains in total for thirteen years.  After World War II, as many as c.570,000 Japanese soldeirs left behind the Continent were sent to the former Soviet Union: c.472,000 were forced to live at detention camps in Siberia.  This museum features the hard life at detention camps in Siberia.
